It depends on what you need to do. If you are hunting live game at night like wild pigs, a thermal scope is useful because you can easily see their body heat. However, image clarity and resolution isn’t good. You see white and red blobs where the pigs are. However, even if it is completely dark in visible light, you can still see a living target as a bright light in the IR spectrum.
Night vision amplifies the ambient light so you can better see the target, but if it gets really dark, then there comes a point where you still can’t see that well.
